All the provisions and requirements of West Virginia code chapters 17, 17A, 17B, 17C and 17D in regard to motor vehicle registration, operation, traffic regulations and laws of the road, to be amended to include those in effect on July 1, 2022, insofar as such provisions and requirements can have application within the city, are hereby adopted and made a part hereof; provided that local regulations shall not be affected by the adoption of the state law under this section. No person shall fail, neglect, or refuse to comply with the provisions and requirements adopted herein.
