Whereas Council has determined that air pollution from fugitive dust emissions may be detrimental to the health, comfort, living conditions, welfare, and safety of the health, comfort, living conditions, welfare, and safety of the citizens of the City of New Cumberland, it is hereby declared to be the policy of the City to safeguard the citizens of the City from such air pollution.
