The cost of equipment, personnel and supplies necessary for periodic examinations and investigations for the purpose of determining fitness of dwellings, buildings, or structures in the City and for the enforcement and the administration of this article, shall be made by appropriation from the revenues of the City as the City Council may deem necessary, and the Agency may accept and apply for grants or donations to assist it in carrying out the provisions thereof.
