1733.13 COSTS OF REPAIRS OR DEMOLITION AS LIEN ON REALTY; DISPOSITION OF PROCEEDS.
   The amount of the costs of repairs, alterations, or improvements or vacating and closing or removal or demolition shall be a lien against the real property upon which such costs were incurred. If the dwelling, building or structure is removed or demolished by the executive officer, under the authority of the Agency, and if there is any significant salvage value, he shall sell the materials of such dwelling, building or structure, and shall credit the proceeds of such sale against the cost of the removal or demolition, and any balance remaining shall be disbursed to the persons found to be entitled thereto; provided, that nothing in this section shall be construed to impair or limit in any way the power of the City to declare nuisances and to cause their removal or abandonment, by summary proceedings or otherwise.
