Any owner or parties in interest who shall undertake the demolition or destruction of any dwellings, buildings or structures shall follow the procedures prescribed herein:
(a) Advise the Agency of the intention to demolish the dwelling, building or structure and buy a permit from the Agency at a cost of twenty-five dollars ($25.00) for each dwelling, building or structure.
(b) Post a bond with the Agency in an amount equal to the estimated salvage value of the materials. Said bond shall not be released until the job is completed to the satisfaction of the Agency based upon the following criteria:
(1) The dwelling, building or structure shall be completely demolished, with all rubble, trash, and garbage removed; and
(2) The property is to be restored to the contour of the surrounding land, unless erection of a new structure is commenced upon the same site within ninety days and a permit is issued for said structure.
