All complaints and orders issued by the Agency shall be served upon the owners of the premises and the parties in interest personally, by certified mail, or by publication in accordance with the laws of the State. Additionally, the placard described in Section 1733.06 will be posted in a conspicuous place on the premises affected by the complaints or order. A copy of such complaint or order shall also be filed for record in the Office of the Clerk of the County Court among the lis pendens notices.
