Any amendment to any of the aforesaid statutory provisions of the State of West Virginia which are expressly herein adopted and incorporated as provisions of this article, shall upon enactment by the State Legislature, pursuant to the state prescribed effective date thereof, be deemed to be an amendment to this article, unless the City expressly opts not to adopt such amendment by ordinance duly adopted by Council evidencing the non-adoption of such amendments.
