It shall also be unlawful for any person having started to burn, or caused to be burned, on any private property, outside of any building, brush, trash, refuse, or other combustible material to fail to immediately and completely extinguish the fire, or after having been notified to cease burning by the Chief or any officers of the Fire Department or Police Department, to thereafter burn or continue to burn such material under similar conditions.
