(a) Any person found guilty of willfully violating any sections or provisions of this article shall be fined one hundred dollars ($100.00) for each forty-eight hours the nuisance exists, plus any costs which have incurred.

(b) In addition to and/or in substitution for any other monetary fines or penalties set forth herein, the City Court is authorized in its discretion to sentence violators of this article to a period of incarceration at the West Virginia Northern Regional Jail as follows:
1st Offense: Up to two (2) days in jail.
2nd Offense: Up to five (5) days in jail.
3rd Offense: No less than five (5), nor more than thirty (30) days in jail.
