(a) Any opening in the street’s surface of any street, alley or sidewalk by any utility or contractor shall be repaired to the following minimum standards:
(1) Any excavation in any street, alley, or sidewalk shall be backfilled with suitable backfill material.
(2) No construction debris, such as concrete chunks, reinforcing rods, wood, etc. shall be placed in backfill.
(3) The backfill shall be tamped sufficiently to prevent subsidence in said street, alley or sidewalk.
(4) Hand tamping every 3" to 4" or machine tamping every 6" to 8" should be used. The excavation shall then be capped with a 4" concrete cover leaving a 1" minimum depth for asphalt finish layer, except in those streets where the street surface is other than asphalt.
(5) Streets such as concrete or brick shall be returned to original surface.
(b) The street, alley or sidewalk repair shall be effected as soon as possible following completion of underground work by said utility, contractor or individual. Weather conditions and time of year shall be taken into consideration regarding application of asphalt surface layer.
