(a) No salvage yard or any part thereof shall be established, operated or maintained within the City unless such salvage yard as complied with both the licensing requirements of the State of West Virginia, as well as the licensing requirements set forth in this article.
(b) Council shall have the sole authority to issue a City license, and shall charge therefor, a fee of one hundred dollars ($100.00) payable annually in advance.
(c) All licenses issued under this section shall expire one year from the date of issuance. A license may be renewed from year to year upon paying to the City the sum of one hundred dollars ($100.00) for each such renewal.
