749.09 LICENSE REVOCATION.
   Any license issued under the provisions of this article may be revoked at any time if:
   (a)   Such person or firm to whom it is issued is guilty of any fraud, misrepresentation or unlawful act in connection with the operation of such carnival or circus;
   (b)   Such person or firm is found to be not fit to engage in such carnival or circus.
   (c)   Such person or firm violates any of the provisions of the ordinances of the City or laws of the State.
   The Mayor shall effect such revocation. A determination of “not fit” shall be based upon sufficient facts to indicate that a clear and present danger exists to the public health and safety.
