(a) No person shall knowingly make, obtain, possess, or use any instruments, article, or thing that has the customary and/or primary purpose of the administration or use of an illegal drug, whether or not of crude or extemporized manufacture or assembly.
(b) Whoever violates this section is guilty of possessing drug abuse instruments and is guilty of a misdemeanor and shall be punished by a fine of not less than $100.00 or more than $500.00 and/or up to 30 days in jail.
(c) If any section, subsection, paragraph, sentence, clause, or phrase of this section shall be declared invalid for any reason whatever, such decision shall not affect the remaining portions of this section which shall remain in full force and effect and for this purpose the provisions of this section are hereby declared to be severable.
