The Council shall have the authority to remove any officer of the Town whether elected or appointed, for misconduct or neglect of duty by an affirmative vote of two-thirds of the members of Council, but only after reasonable notice to such officer, and a hearing of the charge or charges preferred; and any vacancy in office, however occasioned, may be filled by Council for the unexpired term until the next election of Town officers.
