505.06 DOGS RUNNING AT LARGE.
   (a)   Running at Large. It shall be unlawful for the owner or any person in charge of any dog whether or not any dog has attached to it a license tag or whether or not it has been vaccinated in compliance with applicable state law, to cause or permit such dog to run or be upon a street, sidewalk, or public street within the City, unless such dog is accompanied by its owner or some other person in charge of such dog.
     (b)    Impoundment Generally. If any dog shall be found running at large in the City in violation of the preceding section, it may be impounded in the County Dog Pound or pound provided by the City for such purposes, by the County Dog Catcher or any police officers or by any person so authorized by the Chief of Police, and securely kept subject to the provisions of this section.
      (c)    Notification of Owner. When any dog which has been licensed is impounded in violation of this section, the City Clerk shall notify the owner, in writing by mailing a registered notice, return receipt requested, to the owner of such dog at his address as shown on the Assessor's records and the owner may redeem the dog by paying the penalty for the violation of this section, plus any applicable fees for the impoundment of the dog. The written notice shall be mailed fourteen days prior to the intended disposition of the dog.
      (d)    Disposal of Unlicensed Dogs. When any dog not licensed is impounded, it shall be disposed of as provided for in compliance to applicable state law.
   (e)   Abandoning within the City. It shall be unlawful for any person to abandon any dog within the City limits.
   (f)   Vicious Dogs. It shall be unlawful for any person to own, keep or harbor any dog known by him, or which, in the exercise of reasonable diligence, he should know, to be vicious, dangerous or in the habit of biting or attacking persons.
      (g)    Rabid Dogs. It shall be unlawful for any person to own, keep or harbor any dog known by him, or which in the exercise of reasonable diligence, he should know, to be suffering from rabies.
   (h)   Nuisance. Vicious or dangerous dogs are hereby declared to be public nuisances and a menace to the public safety.
   (i)   Penalties. In addition to any other provisions of this article, the violation of subsections of this section shall be a misdemeanor and for each separate violation shall be punishable by a fine of not more than one hundred dollars ($100.00).
