SECTION 4. ELECTIONS.
   Elections in the City of New Cumberland shall be held on the 2nd Tuesday of May, since May of the year One Thousand Nine Hundred and Eighty Three and every two years thereafter. The vote of said election shall be by ballot. The election of officials shall be on a non-partisan basis. All persons who shall have been bona fide residents of the City three months next preceding any election, and entitled to vote under the Constitution and laws of the State, shall be entitled to vote at such election, but only in the ward of residence. The said election shall be held and conducted at such places and under such rules and regulations not inconsistent with the laws regulating district elections as may be prescribed by the Council. Consistent with the provisions of Chapter 3, Article 1, Section 28, of the Code of West Virginia, as amended, the election may be held without the necessity of two Board of Election officers. Contested elections shall be heard and decided by the Council, and the proceedings shall conform as nearly as may be possible to similar proceedings in case of county and district elections. The Council shall be the judge of the election returns and qualifications of its own members. (Ord. 89-002. Passed 3-14-89.)
