Pursuant to the provisions of Chapter 30, Article 29, Section 8 of the West Virginia Code of 1931, as amended, on and after the effective date of this section, all law enforcement officers shall, before attendance at a law enforcement officers training academy, be required to enter into a written agreement with the City, which agreement shall require and specify that if such employee should voluntarily discontinue employment with the City within one year immediately following completion of such training curriculum, such employee will be obligated to pay to the City the pro rata portion of the sum of such compensation which is equal to that part of such year which the employee has chosen not to remain in the employ of the City.
