The authority vested in the City by provisions of West Virginia Code Article 8-12 and 8-13 is hereby vested in a Water-Sewerage Board composed by the Mayor of the City, three Councilmen, and three residents of the City who shall be neither City employees nor City office holders. Said Board shall be appointed by the Mayor with the advice and consent of Council. The term of office shall be three years, excepting no City official shall serve beyond the term of office for which he was elected. Terms of all members shall be staggered so that insofar as possible, one-third of the Board shall retire each year. Upon adoption of this article, the Board shall be composed by the existing Water Board, namely the Mayor, Councilmen W. Blair Patterson, Elmer Swearingen and Nicholas Nardo, and the present citizen member of the Sanitary Board, Max Clark. Terms of all members and the remaining vacancies on the Board shall be determined by appropriate ordinance from time to time.
