No person shall engage in the business of itinerant vendor as defined in Section 711.02 without first obtaining a permit therefore as provided herein. Provided, however that a bona fide civic organization may engage or authorize others to engage in the business of itinerant vendor in connection with a cooperative community effort without regard to the requirements of this chapter.
