Except as provided in § 156.06, any person, after the effective date of this chapter seeking the issuance of a building permit on any commercial, industrial or residential development subject to the provisions of the code of ordinances, or any person seeking to record a final plat pursuant to the subdivision regulations of the city, shall be required to pay a transportation impact fee in the manner and amount set forth in this chapter.
