The amount of the transportation impact fee shall be determined by the schedule set forth below based on the type of use for a particular lot, except no fees shall be imposed on residential uses located in an agriculturally zoned district. If the fee payer disagrees with the calculation of such fee, he, she or it shall have the option of preparing and submitting to the City Manager an independent fee calculation for the construction or building activity for which the permit is sought. Such independent calculation shall determine the proportionately different costs incurred by the city in the provision of transportation capital improvements to serve his, her or its development. Any such independent calculation shall be prepared and presented by qualified professionals and follow best practices and methodologies. The decision of the City Manager shall be final subject to the appeal rights set forth in § 156.11.
