§ 154.006 ESTABLISHMENT OF CLASSIFICATION: GENERAL DESCRIPTION.
   (A)   The City Council shall instruct the Planning Commission to study and make recommendations concerning the use of undeveloped land in accordance with the Comprehensive Plan.
   (B)   Upon receipt of such recommendations, the City Council shall, after public hearings, place the land in a zoning district.
