§ 131.04 LOITERING.
   (A)   It shall be unlawful for any person, without lawful reason, between the hours of midnight and 5:00 a.m., to sleep upon any street or in any other public place or on any property of another person, without expressed or tacit consent of the owner or person in charge of the place.
   (B)   It shall be unlawful for any person to loiter in or about any public building, in or about the station or depot of a public carrier or on or about the premises of a public or private school.
   (C)   No person shall loiter in the immediate vicinity where a person or persons are gambling by the use of any means or device.
   (D)   It shall be unlawful for any person to loiter, loaf, wander, stand or remain idle, either alone or in consort with others, in a public place or building, in a manner as to:
      (1)   Obstruct any public street, highway, sidewalk or any other public place or building by hindering, impeding or tending to hinder or impede the free and uninterrupted passage of vehicles, traffic or pedestrians; or
      (2)   Commit in or upon any public street, highway, sidewalk or any other public place or building, any act or thing which is an obstruction or interference to the free and uninterrupted use of property or any business lawfully conducted by anyone in, upon, facing or fronting on any public street, highway, sidewalk or any other public place or building, all of which prevents the free and uninterrupted ingress, egress and regress therein, thereon and thereto.
