§ 119.99 PENALTY.
   Every person, except those persons who are specifically exempted by this chapter, whether acting as an individual manager, employee of the manager, massage therapist or employee of the massage therapist, or whether acting as a mere agent or independent contractor for the manager, employee or massage therapist, or acting as a participant or worker in any way directly or indirectly who gives massages or operates a massage establishment or any of the services defined in this chapter without first obtaining a license or permit and paying a fee to do so from the city or who shall violate any of the provisions of this chapter shall be guilty of a misdemeanor and, upon conviction, such person shall be punished by having all licenses and permits revoked and/or by a fine of $200, plus court costs, and shall be registered as an offender of this chapter and, thereafter, shall be ineligible for licensing in the city under the provisions of this chapter.
