Any department of the city or its designee may inspect any location where massages are conducted. The City Manager or the Chief of Police, or his or her authorized representative(s), may from time to time make inspection of any massage location for the purpose of determining that the provisions of this chapter are being fully complied with. It shall be unlawful for any person to fail to allow such inspection officer access to the premises or hinder such officer in any manner.
