(A) (1) The City Council is hereby authorized to determine those intersections at which drivers of vehicles shall not make a right, left or U-turn, and shall have placed proper signs at the intersections.
(2) The making of the turns may be prohibited between certain hours of any day and permitted at other hours, in which event, the same shall be plainly indicated on the signs.
(B) When authorized signs are erected, indicating that no right, left or U-turn is permitted, no driver shall disobey the directions of any sign.
(C) Unless otherwise indicated by the signs, a right turn on red or stop shall be permitted after the vehicle has come to a complete stop.
