§ 71.07 DRIVING BY UNAUTHORIZED PERSONS.
   (A)   It shall be unlawful for any person who does not have a valid driver’s license, as required by state law, to operate a motor vehicle within the corporate limits of the city. It shall also be unlawful and an offense for any person to permit an unlicensed driver to operate a motor vehicle within the corporate limits of the city.
   (B)   It shall be unlawful and an offense for any person to authorize, or knowingly permit, any vehicle owned by him or her or under his or her control, to be driven upon any of the streets or highways of the city, by any person who is not authorized, under the laws of the state, to operate the vehicle.
