248.09   USE OF CITY OWNED VEHICLES.
   To perform job functions more efficiently and to provide a greater level of service to residents, in some cases, the City extends the use of City-owned vehicles to our employees. The use of said City vehicles shall be governed by this policy in conjunction with the City's General Driving Rules and Regulations, already in place.
   (a)   All vehicles are to be used for official City business only; personal use of the City vehicle is restricted to those employees who are deemed "on-call". Such personal use is restricted to commuting to and from residence only and must be reported as a taxable benefit in accordance with the Internal Revenue Code.
   (b)   Such personal use shall be reported on the attached mileage log and reported on a monthly basis and turned in to the Finance Director by the tenth of every month.
   (c)   There shall be no smoking in a City-owned vehicle, either by the driver or a passenger.
   (d)   City employees who normally use their own means of transportation to and from work shall not use a City vehicle during their personal breaks, unless the employee is away from their work base at the time of a personal break.
   (e)   All EMS and fire personnel who are normally permitted to drive a City vehicle may use the City vehicle during their meal breaks while on duty, so that they will be able to respond faster to an emergency. Such trips shall be limited to a five-mile radius of the City.
   (f)   Sheriff office personnel shall be permitted to drive City vehicles to commute to and from their residence without reporting said mileage as personal, since they are considered "on-duty" while in the vehicle. Such commuting shall be limited to within ten miles of the City. This permission shall be reviewed periodically and may be revoked if the cost of fuel becomes a burden to the City.
   (g)   All other stipulations of the City's General Driving Rules and Regulations shall apply, including but not limited to, the wearing of seat belts, possession of a valid driver's license, the prohibition of talking on a cell phone while driving, and the prohibition of non-employees in the vehicle.
