(a) The New Carlisle Community Improvement Corporation is hereby designated as the agency of the Municipality for industrial, economic, civic, commercial, distribution and research development of the Municipality.
(b) The offer of the Municipality to the Corporation, which offer is attached to original Resolution 81-20R, passed July 20, 1981, shall become the agreement contemplated by Ohio R.C. 1724.10, when endorsed by authorized officers of the Corporation and two executed counterpart copies thereof are filed with the Clerk of Council.
