240.03   ORGANIZATION; COMMUNITY DEVELOPMENT CITIZENS' ADVISORY COMMITTEE.
   In order to carry out the policy set forth in Section 240.02, the following guidelines for citizens' participation are hereby adopted:
   (a)   The official citizens' group for fulfilling the citizens' participation requirement under the 1974 Housing and Community Development Act shall be the Community Development Citizens' Advisory Committee.
   (b)   Membership on such Committee is open to all residents and property owners in the Municipality. Membership shall be open to all persons meeting such qualifications, regardless of race, creed, color, sex, age, place of national origin, religion, religious beliefs, gender, ancestry, familial status, marital status, economic status, handicap, disability, political affiliation, sexual orientation, sexual preference, gender identity/expression, pregnancy, or military status.
   (c)   The exact size of the Committee shall be determined by Council. However, the Committee shall be large enough to give adequate representation to all significant segments and sectors of the community and to provide a true cross- section of all segments of the Municipality's population. The Committee shall be small enough to be a functioning working body.
   (d)   Members of the Committee shall be recommended by the Mayor and appointed to the Committee by Council. In making appointments to the Committee, the City Manager and Council shall attempt to secure as wide a representation of all significant segments in the community as is feasible. The appointing officials shall attempt to secure, at a minimum, representation from the following groups::
      (1)   Business;
      (2)   Persons of low and moderate income;
      (3)   Manufacturing;
      (4)   Education;
      (5)   Minorities;
      (6)   Youths;
      (7)   Elderly persons;
      (8)   Service organizations;
      (9)   Government;
      (10)   Homeowners;
      (11)   Tenants; and
      (12)   Other significant subsectors or groups within the community which may be identified from time to time.
   (e)   In making appointments to the Committee, the Manager and Council shall not discriminate against an eligible person on the basis of race, creed, color, sex, age, place of national origin, religion, religious beliefs, gender, ancestry, familial status, marital status, economic status, handicap, disability, political affiliation, sexual orientation, sexual preference, gender identity/expression, pregnancy, or military status.
   (f)   The length of the term of all appointees to the Committee shall be determined by Council, but the determination of length of service shall not be discriminatory. The Manager and Council shall be responsible for filling all vacancies which occur on the Committee.
   (g)   The Committee shall be responsible for determining its own method of organization and operation, including meeting times, officers, parliamentary procedure, committees, etc.
