The general policy of the Citizens' Participation Plan adopted under this chapter is to:
(a) Provide all residents of the Municipality with adequate information concerning the amount of funds available for proposed community development and housing activities, the range of activities which may be undertaken and other important requirements under the Housing and Community Development Act of 1974;
(b) Hold public meetings and formal public hearings to obtain the views of the residents of the Municipality on community development and housing needs; and
(c) Provide residents of the Municipality with adequate opportunities to participate in the development of the application of the Plan and the evaluation of activities undertaken under the Plan each year.
However, it is expressly understood that no part of such policy shall be construed to restrict the responsibility and authority of Council for the development of the application and the execution of plans and activities under such Housing and Community Development Act.
