1238.02   STREETS.
   (a)   New. All new streets shall be constructed to a minimum width as specified in Section 1238.08, provided that in the case of a street shown as a primary or secondary thoroughfare on the Official Thoroughfare Plan, the following shall apply:
      (1)   Where a thoroughfare is located wholly within a subdivision, the subdivider is not required to construct any such thoroughfare to a width greater than twenty feet from the centerline, or its equivalent in the case of a divided pavement.
      (2)   Where a thoroughfare is located partially within a subdivision, the subdivider shall be required to construct at least one-half of the total paving required or one side of the road as required by the Official Thoroughfare Plan.
      (3)   The subdivider may enter into a contract with the Municipality to pay into the treasury an amount equal to the cost of pavement, as specified in paragraph (a)(1) hereof, which amount shall then be used by the Municipality in construction of the entire pavement.
   In utility transition areas, where lots are platted in pairs as specified in Section 1236.05(b)(2), the required improvements, with the exception of sanitary sewer and water lines, shall be as required of lots which are comparable in size to half of a utility transition area lot, unless sidewalks are waived by Council.
      (4)   If Council has approved a street and lot arrangement in which all lots back onto a primary or secondary thoroughfare or front on a parallel service street, the subdivider is not required to provide street improvements on the thoroughfare unless considered necessary for adequate access to the plat.
   (b)   Existing. When land is being subdivided in the Municipality and along an existing street, Council may require the pavement to be widened. However, the maximum required width of a pavement need not exceed twenty feet, measured from the centerline to the edge of pavement or back curb, whichever is applicable.
   (c)   Dead-Ends. Where a street is extended to the boundary of the plat to provide accessibility to future development in adjacent land, the developer must provide a temporary turn-around, as specified in Section 1236.04(e).
   (d)   Half Streets. Where permitted, the initial improvement for a half street shall be such that the pavement will be installed to a point at least two feet beyond the crown or as necessary to provide a minimum of thirty-six feet of paved surface. Curbs, gutters and sidewalks, when required, shall be required on only one side of the right-of-way. Existing street surfaces shall be removed on the improved side of the street and reworked as necessary to provide a consistent surface and contour across the total paved area.
