1236.05   LOTS.
   (a)   Frontage. All lot frontage shall be measured at the minimum required set-back line in zoned areas. In unzoned areas, lot frontage shall be measured fifty feet from and parallel to the front right-of-way or easement line. In the case of a curved street, frontage shall be measured on the chord of the curvature. All lots must have frontage on other than a controlled or limited access road. Frontages in unzoned areas shall be as specified in subsection (b) hereof.
   (b)   Size.
      (1)   Generally. Minimum lot sizes in zoned areas, where public and/or community sewer and water is to be utilized, shall be as specified in the Zoning Code. Minimum lot sizes in areas where sewers, either public and/or community, are not available or in areas that are not zoned shall be as specified in paragraph (b)(2)C. hereof.
      (2)   Utility transition areas.
         A.   If the subdivider chooses to provide water and sewer service in the manner set forth in Section 1238.06(c)(2)B.1., minimum lot size and width shall be as noted in Column B of the table in paragraph (b)(2)C. hereof.
         B.   If the subdivider chooses to provide temporary water supply and sewage disposal on each individual lot, such a lot may be platted in such a manner that, in the future, the lot may be split into two or more parts, each of which contains the necessary area and width as specified in Column B of the table in paragraph (b)(2)C. hereof. The original lot shall have a minimum frontage and lot area as specified in Column C of such table. The procedure for platting lots in the manner referred to in this paragraph is set forth in Chapter 1234.

   Notes:
      1. Greater lot widths and areas may be required by the Clark County Health Department in cases of adverse percolation tests.
      2. Calculation of lot areas shall exclude that portion of any lot occupied by a public thoroughfare, either by dedication or by easement.
   (c)   Corner Lots. In areas where sewer and water are available, the minimum widtiTZTF1 corner lot at the building line shall be eighty-five feet.
   (d)   Double Frontage Lots. Double frontage lots, other than corner lots and lots backing onto major traffic arteries, are discouraged. When the Planning Board and the Commission, when involved, require that lots back onto a major traffic artery, the minimum depth shall be 150 feet.
   A ten-foot easement is required along the back line of a double-frontage lot, across which there shall not be any right-of-way vehicular access. This stipulation shall be indicated in the dedication and acknowledgment section of the final map.
   (e)   Setbacks. Minimum building set-back requirements for residential and commercial lots shall be as required in the Zoning Code. In unzoned areas, minimum set-back requirements shall be as specified in paragraphs (e)(1) and (e)(2) hereof. Any required minimum building set-back line for a front yard shall be measured from the edge of the legally dedicated street or road right-of-way.
      (1)   Residential lots.
         A.   The minimum building set-back line for fifty percent of the dwellings shall be thirty feet. The remaining dwellings may have a reduced setback which shall be not less than twenty-five feet in any case.
         B.   The minimum building setback on the side street of a corner lot shall be thirty feet.
      (2)   Business or industrial lots.
         A.   The minimum front set-back line on a business or industrial lot shall be twenty-five feet.
         B.   A minimum set-back requirement of twenty feet shall be provided on the side street side of a corner lot.
      (3)   Exceptions. When the minimum required set-back line is greater than that established by existing buildings on contiguous lots on the same street, corner lots excepted, there may be a gradual transition at the rate of two and one-half feet or more per lot from the existing to the new. However, on residential lots, the minimum setback shall be not less than fifteen feet.
