Property owned, controlled or in the custody of the Department of Public Service that is operated and maintained for the health, safety and welfare of the residents of the Municipality shall be closed at all times, and no person shall enter or remain on such property without authorization. Such property includes, but is not limited to:
(a) The water tower, south of the Presbyterian Church;
(b) The standpipe, on Scarff Road;
(c) The wastewater treatment plant, south of Davis Street;
(d) The water treatment plant, on North Main Street adjacent to the Municipal Building;
(e) The quonset hut, at 803 West Jefferson; and
(f) The Department of Public Service and all grounds adjacent to the garage used for the parking of vehicles and outside storage.
