(A) All transient merchants and solicitors shall be required to obtain a permit from the office of the Clerk-Treasurer of the town before commencing to engage or transact in business or soliciting. Permits shall be issued upon compliance with this subchapter and payment of the application fee.
(B) All transient merchants and solicitors who have obtained a license shall immediately vacate the premises of any homeowners who have either:
(1) Posted a sign requesting that no soliciting or peddling occur on the premises; or
(2) Verbally requested or expressed to the solicitor or itinerant merchant that they should leave.
(C) Failure to immediately vacate the premises of any homeowner who has so requested shall be deemed a nuisance and subject to all penalties available in this chapter.
(D) Failure to obtain a permit as required by this subchapter shall be deemed a nuisance and subject to all penalties available in this chapter.
