(A) The collection of refuse, garbage, and trash, and a proper system of disposal of the same shall be undertaken by the town.
(B) Each owner, occupant, or lessee of any building, house, or structure on grounds where refuse, garbage, and trash accumulate, shall provide for the collection and disposal of refuse, garbage, and trash from his or her premises at least once a week.
