§ 91.10 CONFORMANCE REQUIRED.
   (A)   All sidewalks made new, replaced or repaired in the town shall be made in conformity with the provisions of the sidewalk standards set forth in the zoning chapter.

   (B)   In “LB,” Light Business, or “CB,” Community Business zoned areas within the town, the owner may install either a concrete sidewalk in conformity with the town code specifications or interlocking concrete pavers, at the option of the owners, according to the following specifications.
      (1)   Conformance standard for interlocking concrete pavers. Solid interlocking paving units meeting the requirements of ASTM C-936-96 with a minimum thickness of 2-3/8 inches. A minimum of 4 inches of INDOT #53 compacted aggregate base must be under the concrete paver and the base must be inspected by the Town Director of Public Works or Town Building Inspector prior to placing a 1-inch sand setting bed (INDOT No. 23 or 24). Steel edging or trough concrete surface will be used on all edges. All paving units must be interlocking and cut with a power saw to fit the edging. After the paving units are installed, sand will be swept into the joints and a plate compactor used on the paving units. Color and type of the paving units will be approved by the Town Director of Public Works or Town Building Inspector prior to installation.
      (2)   Site plan. A site plan showing complete detail, including construction, obstacles, landscape enhancement, retaining walls shall be submitted to the Town Engineer, prior to construction or demolition, for his or her approval. The purpose of requiring a site plan showing landscape enhancement is to promote the stability of the land, values, and investments, the orderly development of the town and the general welfare. These purposes can best be realized through avoidance of unsightly, undesirable, and incompatible design in relation to the physical landscape and character of the area in which the construction is proposed.
