(A) Parking on all town streets shall be regulated from November 1 to April 1 each year within each 24-hour period, commencing at 8:00 a.m. November 1 as follows:
(1) On every odd-numbered day of the month, automobiles and other motor vehicles shall be parked on the oddly numbered side of the street (north side and west side); and
(2) On every even-numbered day of the month, automobiles and other motor vehicles shall be parked on the evenly numbered side of the street (south side and east side).

(B) Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any street in violation of this section may be impounded.
