(a) Purpose. The purpose of this section is to prohibit the construction and/or expansion of solid waste management facilities within the Village.
(b) Prohibition. The construction of new solid waste management facilities, and the expansion of existing solid waste management facilities within the Village is hereby prohibited.
(c) Application. This section shall not apply to existing facilities. Existing facilities, for the purpose of this section, are defined as those facilities that exhibit substantial construction as of the effective date of this chapter.
