(a) No person, firm, corporation or association shall rent a hall for public, private or social purposes; excluding meetings of organizations; without having first obtained a permit from the Mayor’s office. No person, firm, corporation or association shall permit such hall controlled by them to be used unless it shall be licensed as provided herein.

(b) The term of the license required in subsection (a) hereof, shall be from January 1 to December 31 and each license shall require renewal annually. The fee for such license shall be ten dollars ($10.00).
