351.14 NIGHT PARKING OF COMMERCIAL VEHICLES IN RESIDENTIAL DISTRICTS.
   (a)   No person shall park a bus, commercial tractor, truck, panel truck, bus trailer, car trailer, boat trailer, house trailer, camper of any kind, semitrailer, pole trailer, hearse, or moving van on any street within the residential districts of the Village between the hours of 8:00 p.m. to 8:00 a.m.

   (b)    No person shall park a school bus, commercial tractor, truck, panel truck, bus trailer, car trailer, boat trailer, house trailer, camper of any kind, semitrailer, pole trailer, hearse, moving van, pick-up truck, or van used for commercial activity of any kind including, but not limited to, roofing, siding, home improvement, masonry, deliveries, hauling or any other commercial activity and regardless of whether or not any such vehicle is equipped or loaded with ladders, equipment, machinery, technological device, supplies, tools, gear, or any commercial items, within any residential district of the Village at any time unless the operator or person in charge of such vehicle is rendering a service to a resident in such residential district at the very same time as such commercial vehicle is parked. Notwithstanding the foregoing, any such parking of any commercial vehicle hereunder shall be temporary in nature and shall not violate the hours restrictions established in subsection (a) hereof.

   (c)   Whoever violates any provision of this section may, upon entering a plea of guilty and further waiving the right of appeal and error, pay to the Deputy Clerk of the Village or in the absence of the Deputy Clerk, to the Police Division, the sum of five dollars ($5.00) within forty-eight hours of the violation, or the sum of ten dollars ($10.00) within seventy-two hours of the violation. Otherwise, such violators shall be caused to appear before the Mayor's Court or the Municipal Court of Garfield Heights as in other violations herein provided and upon a plea of guilty or conviction, shall be fined not more than fifty dollars ($50.00).
