(a) No person shall operate a motor vehicle on any street or highway within the Village of Newburgh Heights at a speed greater than twenty miles per hour above the posted speed limit on that thoroughfare.
(b) Whoever is convicted of or pleads guilty to a violation of this section shall be guilty of a misdemeanor of the fourth degree.
