1313.09 PERMIT FEES GENERALLY.
   The general schedule of permit fees for each of the following categories of construction shall be as follows:
   (a)   Any construction, additions, alteration, renovation, repair, refurbishment and/or restoration of commercial buildings as defined in the Ohio Building Code: shall require a permit fee equal to one percent (1%) of the actual costs of the project.
   Permit fees shall be paid as follows:
   For issuance of any given permit, the owner or contractor shall pay a deposit amount equal to one percent (1%) of the estimated costs of the project. It shall be the obligation of the owner or his agent to furnish estimates as will enable the Building Official to determine the current cost value. Where such estimates are incomplete or inconclusive, the Building Official may require the owner or his agent to furnish an estimate by a professional individual or organization satisfactory to the Building Official.
   Upon completion of the project, the actual costs of the project shall be reconciled against the amount deposited by the owner or contractor, as applicable, as a permit fee. To the extent the actual costs of the project, including costs associated with any change orders, exceed the amount deposited, the owner or contractor shall pay one percent (1%) of such difference. To the extent the actual costs of the project, including costs associated with any change orders, are less than the amount deposited, the Village will refund one percent (1%) of such difference.
   The minimum permit fee is $100.00.
   The Village reserves the right to require the deposit of additional amounts as permit fee after the commencement of construction if, during the course of construction, it becomes apparent that one percent (1%) of actual costs exceed the amount deposited or that the estimated costs are underestimated. Failure by the owner or contractor to comply with the Village's demand for an additional deposit will result in the issuance of a stop work order by the Village, which shall cause any issued permits to be void and of no effect.
   (b)   New construction of residential 1, 2 and 3 family structures and additions to such structures.
