The Council of the Village of Newburgh Heights finds that the enactment of the Home Maintenance Grant Program will assist in the maintenance of property values and the creation of safe and healthy housing facilities in the Village. Council also finds that the Home Maintenance Grant Program will help to curb or eliminate the existence of building code violations, and may help to stabilize property values in the Village. To this extent, the Home Maintenance Grant Program as set forth in this chapter will fulfill a public purpose and will assist in the maintenance of the health, safety and welfare of citizens of Newburgh Heights and will be for a proper public purpose.
