141.01 STREET COMMISSIONER/SERVICE DIRECTOR.
   (a)   A Street Commissioner/Service Director shall be the head of the Service Department and shall be considered an employee at-will. The Street Commissioner/Service Director shall be appointed on an annual basis by the Mayor and such confirmation shall be subject to approval by Council.
   (b)   Under the direction of the Mayor, the Street Commissioner/Service Director shall supervise the improvement and repair of streets, avenues, alleys, lands, lanes, squares, wards, landings, market houses, bridges, viaducts, sidewalks, sewers, drains, ditches, culverts, ship channels, streams and watercourses, and, under the direction of the Mayor, shall perform administrative duties and functions in connection therewith. The Street Commissioner/Service Director shall also supervise the lighting, sprinkling and cleaning of all public places, and shall perform other duties, consistent with the nature of the office, as the Mayor requires, and, under the direction of the Mayor, shall perform administrative duties and functions in connection therewith.
