121.06 RULES OF COUNCIL.
   (a)   The Rules of Council governing the conduct of the legislative authority for the Village of Newburgh Heights as delineated in Exhibit "A" attached to original Resolution 20-02 are hereby adopted and made a part hereof as if fully rewritten herein.
   
   (b)   All prior Rules of Council Resolutions, Ordinances and Amendments thereto are hereby repealed.
   (c)   The Rules of Council and the policies and procedures set forth therein are intended to guide the Village and its legislative authority regarding the conduct of the business of the legislative authority and the Village of Newburgh Heights, its employees, and elected representatives, and shall be referred to in order to settle any dispute that arises or may arise in the conduct by the Village and/or its Council of its business.
   (d)   Additions and modifications to the Rules of Council may be made by motion and passage and shall be by a majority affirmative vote of the Village Council. Notice of the addition or modification of the Rules of Council shall be served in writing to the members of the legislative authority and Mayor holding office at the time of passage. Upon passage, the addition or modification of the Rules of Council shall be effective upon said members and all subsequent personnel.
