(a) All persons, firms, partnerships, corporations, and any other organization or combination thereof shall be prohibited from sweeping, raking, blowing or disposing grass clippings, leaves or a yard waste of any kind onto any public street within the municipality or to allow any grass clippings, leaves or yard waste of any kind to sit on private property for such period of time or in such a manner as to allow the grass clippings, leaves or yard waste to gain access onto the public streets within the municipality by natural means.
(b) Whoever violates this section is guilty of a minor misdemeanor.
