(a) No person, firm or corporation, except a lawfully authorized franchisee shall collect any garbage or refuse within the Village.
(b) No person, firm or corporation shall engage in scavenging or salvaging refuse set out by property owners or occupants of property at the street curb line, whether such refuse is in containers or not.
(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
