Every owner of a lot or parcel of land suitable for an inhabitable structure thereon or vacant parcel of land shall plant grass seed or otherwise provide for a full and complete grass covering of all lawn areas of such property. For new structures, provision for a grass lawn shall be made within one year of the receipt of an occupancy permit from the Village.
