1339.12 SPECIAL AREAS.
   Nothing in this chapter shall prevent the erection of a fence or wall not over eight feet high on or near a street line or building line, when such fence or wall encloses areas used for school or community recreation, provided that gates and other means of entry and or exit are located, operated, and are of sufficient width to meet the approval of the Building Commissioner. It shall be further permitted subject to the specific approval of the Building Commissioner that backstops or enclosures may be erected not to exceed twenty feet in height.
